St. Bernard School Parent-Teacher Guild Constitution and By-Laws
ARTICLE I
NAME AND PURPOSE
Section 1 - Name
This organization shall be known as St. Bernard Parent-Teacher Guild.
(Hereafter referred to as the “P.T.G.”.)
Section 2 – Purpose
a. Advancement of Catholic education and the welfare of the school children of this parish school in conformity with Diocesan guidelines.
b. Promote Parent-School activities and to increase, on the part of its members, interest in educational and civic affairs.
c. Attempt to enhance the parent’s role in the education of the child by increasing his knowledge of education and its processes, by increasing his own understanding of children, and to provide an opportunity for parents and teachers and the administration to work together for the good of the child.
ARTICLE II
AUTHORITY
Section 1
The pastor and principal have the responsibility for the school and this association shall function only with their consent.
ARTICLE III
MEMBERSHIP
Section 1
The P.T.G. shall be composed of parents, or those who act as parents, of school age children in the parish, teachers and those interested in the advancement of Catholic education on the parish level.
Section 2 – Dues
Annual dues shall be determined by the Executive Board ( PTG Officers, pastor, and principal).
Section 3 – Voting Privileges
Only dues paying members shall be eligible to vote and hold office.
ARTICLE IV
OFFICERS
Section 1
The officers of this P.T.G. shall be the President , President Elect, Secretary and Treasurer. The term of office shall be for one year and no person shall be eligible to be elected to the same office for more than two consecutive terms.
Section 2
The President shall preside at all meetings of the P.T.G. and the Executive Board. He or she shall perform all of the duties pertaining to the office, shall appoint special committees and shall be an Ex-Officio member of all committees, except the nominating committee. He or she will have authority to sign checks, along with the Treasurer and the pastor.
Section 3
The President Elect shall perform the duties of the President in his or her absence, and in the event the office of the President becomes vacant shall assume the duties of the office until the next annual election, or until the office is filled by the Executive Board as outlined in Article V. The President Elect shall act as Parliamentarian at all meetings. This person should be familiar with Robert’s Rules of Order and ensure that meetings run according to these rules.
Section 4
The Secretary shall keep the membership roll, send out all notices, take minutes, record them and read them on call. He or she shall also handle correspondence as required by the Executive Board.
Section 5
The Treasurer shall receive all dues from the Membership Committee and other monies, and shall make disbursements only as directed by the Executive Board. A Financial report shall be examined by an Auditing Committee of three members by July 1st.
Section 6
The term of office shall be for 1 year commencing on July 1st.
ARTICLE V
EXECUTIVE BOARD
Section 1
The administrative body of this organization
shall be known as the Executive Board. The Board shall consist of
the present officers, immediate
Past-President,
and
school principal
Section 2
All matters of policy and administration dealing with the governing of the P.T.G. shall be vested in the Executive Board.
Section 3
A quorum of the Board shall be a majority of the members present.
Section 4
Meetings of the Executive Board shall be at the call of the President or any three members of the Board and all members shall be notified in advance.
Section 5
The Executive Board shall have the right to fill any vacancies among the officers of the P.T.G. subject to subsequent approval by the membership.
ARTICLE VI
ELECTIONS
Section 1
In the spring, the membership shall elect three officers, the President Elect, the Secretary and the Treasurer. They shall elect a President at this time if unusual circumstances make it necessary to do so.
Section 2
Nominations for officers shall be made by a nominating committee composed of a chairman and four representative members approved by the Executive Board. The nominating committee shall publish at least two weeks before the election meeting the names of candidates for each office. They shall provide at least one candidate per office. Nominations shall be closed forty-eight hours preceding the election meeting. The consent of all candidates must be obtained prior to this time. Only members with current dues paid prior to the election meeting shall be eligible to nominate, vote or hold office.
Section 3
If there is more than one candidate for an office voting shall be by ballot; otherwise voting shall be by voice vote.
Section 4
The Nominating Committee shall be comprised of the Past-President, the current President Elect, the Secretary, the Treasurer, and one Committee Chairperson. The Past-President will act as Committee Chairperson.
ARTICLE VII
MEETINGS
Section 1
The election meeting shall take place at the last business meeting of the school year.
Section 2
There shall also be meetings during the school year, at such times as the President or Executive Board shall decide. Seven days notice to the membership shall be given.
Section 3
At a regularly called meeting of the membership, those present shall constitute a quorum.
ARTICLE VIII
COMMITTEES
Section 1
The executive Board may create such
committees to promote the objectives and carry out the work of the P.T.G..
Some
Committees may be Publicity, Program and Special Events. The term of
each chairperson
shall be one year
with a Chairperson
Elect in position. Chairperson Elect is a one year position followed by a one
year Chairperson position. These terms may be extended or varied with consent
of the Executive Board should the Chairperson or
Chairperson Elect wish to remain in a leadership role.
Section 2
The
chairperson of each
committee shall present a work plan to the Board for approval. No
committee work shall be undertaken without the consent of the Board.
Section 3
The President shall be an Ex-officio member of all committees except the nominating committee.
ARTICLE IX
PARLIAMENTARY PROCEDURE
Robert’s Rules of Order Newly Revised shall govern the P.T.G. in all areas not otherwise covered by this Constitution and By-Law.
ARTICLE X
Section 1
The fiscal year of the P.T.G. shall coincide with the term of office.
Section 2
The balance to be carried forward to the following school year should not exceed $2000.
ARTICLE XI
Amendments to these By-Laws must be voted on at
a general membership meeting. Proposed amendments must be published
at least one month prior to the meeting. A favorable vote by
two-thirds of the members attending is necessary to amend.
This Constitution and By-Laws was accepted by unanimous vote at a PTG General Membership Meeting on May 15, 1990.
